The air inside the Telangana Legislative Assembly on Monday was thick with a mix of soaring ambition and sharp, unfiltered dissent. As Governor Shiv Pratap Shukla rose to deliver his maiden address, he wasn’t just reading a speech; he was unveiling a total architectural redesign of our state’s future—the ‘Telangana Rising Vision 2047.’
But as the numbers climbed, so did the volume of the opposition.
The Three-Tier Revolution: Moving Beyond ‘Hyderabad-Centric’ Growth
For decades, “Telangana growth” has been synonymous with “Hyderabad growth.” Governor Shukla signaled a definitive end to that era, introducing the CURE–PURE–RARE framework. This isn’t just catchy branding; it’s a geographical overhaul:
- CURE (Core Urban Region): The announcement of the CURE Act is a bombshell for local governance. It aims to replace the aging GHMC Act, unifying multiple agencies to turn the core city into a net-zero, global knowledge hub.
- PURE (Peri-Urban Region): The “engines” of the state, focusing on massive manufacturing and logistics.
- RARE (Rural Agri Region): A plan to bring “climate-smart” tech to our farmers, ensuring the rural heartland isn’t left behind in the $3 trillion race.
The Stats That Stunned
While the BRS opposition was seen wearing black badges and shouting slogans, the Governor laid out a set of economic figures that are hard to ignore:
- GSDP: Projected at a massive ₹17.82 lakh crore for 2025-26.
- The 10.7% Edge: Telangana is currently outperforming the national growth estimate of 8.0%.
- The Wealth Gap: Our per capita income has hit ₹4,18,931, while inflation is being held at a razor-thin 0.2%.
The Symbolic Storm: Vande Mataram & The Walkout
It wasn’t just the economy making headlines. Following a new Central directive, the session opened and closed with the full rendition of Vande Mataram. In a move that immediately drew fire from the BJP, AIMIM legislators chose to stage a walkout during the song, adding a layer of communal and nationalistic tension to an already heated afternoon.
The Opposition Strikes Back
The BRS wasn’t buying the “Vision 2047” hype. BRS MLA Sanjay Kalvakuntla led the charge, accusing the Congress government of using the Governor’s office to “peddle lies.” Their main grievance? The high-profile “Six Guarantees” promised during the elections still lack the legal backing the public was promised.

With a $1 trillion target by 2034 and a $3 trillion goal by 2047, the roadmap is undeniably grand. From the 55 km Musi Riverfront Transformation to the sprawling 30,000-acre Bharat Future City, the scale of these projects is unprecedented.
